These are members of the KNLA who participated in an earlier training camp in 1996 (the same camp which was mentioned in the Security Announcement). Since that time they have been killed in action. Without real steps to end the war in Burma - to expel the dictatorship and install a democracy - it will also be the fate for some, if not many, of the individuals from Lay Po camp.
